Planning and Code Enforcement is multi-functional organization having impact and work responsibilities both internal and external to the organization, plus operation of several specialized programs. There are three distinct divisions in the department: Code Enforcement, Community Development, and Land Records, each traveling a separate but coordinate path to accomplish the below mission:

MISSION STATEMENT

To provide service to our client bases, as specified and in accordance with all applicable federal, state, and local laws, ordinances, policies and direction, in the most efficient, cost effective and timely manner.

Division and Programs Responsibilities

Below is a general description of duties assigned to each division and the budget which they work under:

bullet Community Development: Land Use Planning; Grants Administration; Maintenance of various Statistical Data Bases; Provide Staff support to Planning Board, Watershed Review Board, and Zoning Board of Adjustment; Maintains working relation with Bureau of Census; Review and Modification of various Land Use Regulations; and General External Planning Activities.
bullet Code Enforcement: Enforcement of State of North Carolina Building Code Standards; Enforcement of local Land Use Regulations, included but not limited to: Zoning, Subdivision, Manufactured Home Park, Flood Prevention, Minimum Housing; and Water Supply Watershed Ordinances.
bullet Land Records: Development and maintenance of the County Geographic Information System and Computer Based Mapping; Street Naming and House Numbering Program; Selected Mapping Services for Municipalities and other County related agencies; and development and maintenance of the County Internet Web Page. (NOTE: Computerized Property Tax Mapping is being developed and maintained by the Tax Department)

Special Programs administered:

bullet Water and Sewer Account: Funded by thirty percent of the 1983 one-half percent sales tax, the County Commission uses these funds on a project by project basis to extend water and sewer infrastructure to area which are not served or under served with these public utilities. Administration of these funds are through an annual Water and Sewer Capital Improvements Program, or individual projects approved by the Commission. Since the County does not own or operate water or wastewater processing facilities, projects for extension of water/sewer lines are developed in joint cooperation with various municipal providers in the County.
bullet Road Assessment Account: The County Commission provided funding over a five year period, for the purpose of assisting communities in paving unpaved roads in subdivision through an assessment policy. Administration of these funds are in accordance with the approved County Policy, based on the NC General Statutes, with project being approved on an individual basis by the Commission. Funds received from repayment of the assessments are to be placed in the Road Assessment Account to allow for paving of other roads approved by the Commission.

Operations for Planning and Code Enforcement are under the administration and general supervision of the Department's Executive Director. Community Development, Code Enforcement and Land Records Division are headed by an Administrator. The Administrators are responsible for daily operations of the Division; development and implementation of the Division and Department's goals and objectives; budgetary recommendations and implementation of approved budgets; coordination of personnel and related matters.
